I just want to add and confirm, you dont have to remove the bumper on 2013+. The guy who mentioned it here is correct. Here is a video:
https://www.youtube.com/watch?v=p88rgT7vT_k
all the posts and videos of not removing bumper are for pre-refresh 2012 and below and the headlights dont have the torx screws that keep cover on. It seemed rare and not often talked about for replacement for 2013+. Crazy.

The "official way" is to remove tthe bumper, but those searching who own 2013+, and you landed on this post. There you go. No need to remove the bumper to access the torx screws to replace. Just go through wheel well liner.

Ok just wanted to add, i JUST finished as of this post, replacing both OEM HID bulbs only on my 2013 limited ecoboost awd. The driverside was the only one that went out but i have to replace both to match as the replacement came in a set. By the way when i pulled the bulb out that wasnt working, it was shattered.

So anyways i was able to replace both sides without removing the bumper. it's not for everybody. The steps in the videos are correct as the simple steps of removing the 3 5.5mm screws, the pop pins. i removed 2 more that is around the frame so the liner can really get pushed out.

youll have to turn the tires all the way to give you access and even that is limited. Honestly if wheels were off it wouldve been way easier, but at this point having to jack the car, remove the wheels--may as be similar in time/labor as removing bumper.

Thats the easy part. The difficult part is the 2013+ with those covers using torx screws. Both sides are similar difficulty, with the driver side being easier if you are right handed, and passenger side if you are left handed, just due to more strenght control on your hand. Both sides, 2 torx screws will be straight forward and easy. Correction, 1 easy, and 1 middle difficulty and the other 2 is difficult.

I would say putting the torx screws back are easier than removing.

Now the big xfactor. I have a bendable extension bit for the torx. Without it, i dont think i would have been able to remove 2 of 4 screws on both sides, maybe 3. There was a lot of twisting, turning, hands all over, cortotion of body .
this is what i meant by flexible torx

few times went in blind (reach, feel, and loosen/tighten) lol

So its straight forward but can be difficult on the torx removable reinsertion if you dont have proper tools.
