To resolve the issue I went to Tasca and purchased a Ford OEM washer pump. (JL1Z-17664-A) It was close to $80 with tax, and worth mentioning it does NOT include the tank seal sold separately. It's cheaper via Tasca online. I had tried two different aftermarket pumps, and neither would correctly pump out the front. Tasca asked for the last 8 digits of the VIN and handed me the one they had on the shelf. Installed it, no leaks, works perfectly.
I took the old one apart and after 11 years had water ingress, and was rusted and seized the motor solid. The top pops off to access the motor. The wires on the top clip press into an outlet on the motor. I separated the shell by putting one half in a plumber's vice and using a flathead to pry the two sections apart.
THANK YOU @SteveTurbo for helping me understand how the washer motor works. The two wires run to the Smart Junction Box under the dash, and the Smart Junction Box decides which to run positive and which to run negative to, based on a request for fluid to either the front or back windshield.
