You may have to hard reset the APIM (Sync) module. Age shouldn't be a factor, the Bluetooth protocol is backwards and forwards compatible throughout the years -- my 2010 Mercury had no issue pairing to an S22+ which is plenty new.
There was an update a while back that did improve Bluetooth capabilities though, including adding some level of text message support. I know my update was through SyncMyRide.com but this was several years ago
I don't recall offhand exactly which fuse it is for the module, unfortunately

While it's not 100% verified, I'm *pretty sure* you can determine if you have the updated Bluetooth based on the available ringtones. original ringtones vs updated ringtones. While the second video depicts navigation, the actual Sync module is the same and the factory ringtones were identical to the 2008.
