Powertrain / Under The Hood • Doing water pump and timing chain

Hello

I’m at the point in water pump job where you taken R front tire off and wheel well liner
I jack the car up after cracking the lugs and then loosen and remove . But i can’t get the wheel off .
Now engine is open not able to lower it and drive and see if can’t loosen up .
There is a lot of rush I’ll need rotors and hub I’m thinking has sat since Oct it was too cold so I drains the cars fluids refilled it checked for fluid in oil none and I left it never saw the rust situation it’s worse then other side .
Could it be the fluid from. The weep hole hitting a belt and that spray was a problem . Seems unlikely .
Where I’m at is I can’t get the wheel off!!
I pryed , I’ve lowered and raised it hit tire rubber mallet and lastly didPB blaster and now letting soak over night . Could the center hub bolt and bearing be bent or could it have gotten hot to the. Point it’s now attached it looks like a weld around the hub .
There seems to be a lip could that be holding it up
Or is it the rust and hub face and I need to just work it like any other rusted part till it comes apart .

If anyone has had issue and has insight I d appreciate it .
